how does the phrase “fart around” mean “passing time”

umm... I think it means more like "screw around" or "wasting time" than passing time.

Yeah, I always heard it to mean goofing off, not slacking off.

right, but i've never sat around farting to waste time. how did it come to be the catch phrase?

I believe it is derived from the old english custom of playing a joke on your friends by running around them in clockwise circles while ripping the sloppiest farts possible, which was considered the highest form of humor at the time. Thankfully, sarcasm was invented soon after.
